Noida Authority To ask EOW To Audit Builders avoiding Rehab Deals

Noida Authority is planning to ask the Economic Offences Wing (EOW) to look into builders who still need to take advantage of a relief package offered by the Uttar Pradesh government for stalled residential projects. The relief package was introduced to help developers who couldn't complete their projects due to the COVID-19 lockdown. It offers a two-year break from paying interest and penalties on land dues from April 2020 to March 2022.

Out Of 57 projects that defaulted on land payments, 22 have accepted this rehabilitation package. These developers owe the Noida Authority around Rs 6,900 crore in land dues and have more than 12,700 flats that were supposed to be built. The remaining 29 developers, who still need to take the relief package, still owe the Authority a significant amount of money and still need to pay their dues.

Noida Authority's CEO, Lokesh M, said that builders claim they don’t have unsold flats, so it's unclear where the money collected from homebuyers has gone. Therefore, the Authority will ask the EOW to investigate these developers' finances and determine how they have used the money. They will file a formal complaint against those who have defaulted if needed.

This decision follows recent instructions from Chief Minister Yogi Adityanath, who has directed industrial authorities to take strict actions against developers who do not comply with the relief package rules. These actions include sealing vacant flats and reclaiming unused land.

The Authority has also set conditions for receiving further relief. Builders who have only paid a portion of their dues but haven’t completed the registration of flats will not be eligible for additional help. Currently, 22 builders have paid 25% of their recalculated dues, which total Rs 275.7 crore and have allowed 1,298 homebuyers to register their flats. However, among the 57 defaulting projects, only 28, with total dues of Rs 1,375 crore, have been considered for the relief package, reducing their dues to Rs 1,020 crore. The remaining 29 builders who did not avail of the package are not eligible for any rebate and still owe the Authority their full dues.
